(A) Permission for the construction of building ( required documents )

  1. Application form.
  2. Certified map issued by the Department concerned within 1 year.
  3. Copy of the Grant ( or ) If the proposed land is free hold land, should submit registered contract of the land.
  4. Demarcation map issued by the Department concerned within 1 year.
  5. Tax clearance certificate of the Township Executive office.
  6. Copy of the applicant's Card
  7. Recommendation of the Ward Officer stating that the applicant is alive and was applied by the applicant signed by himself.
  8. Recommendation of the Ward Officer stating that there is no objections by the neighboring plots of lands.
  9. If there is no tenant the recommendation of the Ward Officer , and if there is a tenant the recommendation of the respective Ward Officer and the recommendation of the Township Officer.
  10. 3-sets of drawing (A1 Size 33.1" x 23.4") signed by the Licensed Engineer.
  11. For 3-stroey and the above buildings' the structural calculation sheets signed by SEC.
  12. Theodolite Reading for 4 storeyed and above building on the right and left side of the proposed building.
  13. Soil Investigation Report.

Remark- To check whether it is complete or not.

( B ) Permission for fencing ( Required documents )

  1. Application form.
  2. The certified map issued by the Department concerned within one year.
  3. Copy of the Grant ( or ) If the proposed land is free hold land, should submit registered contract of the land.
  4. Demarcation map issued by the department concerned within one year.
  5. Tax clearance certificate of the Township Executive office.
  6. Copy of the National Registration Card of the applicant.
  7. The recommendation of the Ward Officer stating that the applicant is alive and had submitted by signing the application himself.
  8. No objection letter of surrounding plots and ward executive officer's recommendation upon this.
  9. Three sets of drawing(A1 Size 33.1" x 23.4")

Remark- To check whether it is complete or not.

( C ) Permission for the demolition of the building ( Required documents )

  1. Application form.
  2. The certified map issued by the department concerned within one year.
  3. Copy of the Grant ( or ) If the proposed land is free hold land, should submit registered contract of the land.
  4. The recommendation of the Ward Officer stating that the applicant is still alive and had signed the application himself.
  5. The pledge of the land owner and the Licensed Engineer stating that the building near by will not be destroyed while the proposed building is removed.
  6. The applicant pledging that he will takes all the responsibility pertaining to all the matters for the demolition of the building in advance.
  7. If there is a tenant on the building which is to be demolished the Original Recommendation of the Township Officer stating that there is no problem between the owner and the tenant.
  8. The photos of the demolished building and the photos of the both sides of the building.

( D ) Minor repairs of the building ( Required documents )

  1. Application form.
  2. The photo of the proposed building to be repaired.
  3. Copy of the applicant's Card.
  4. Copy of the Census.
  5. The last paid tax receipt.
  6. Recommendation of the land owner. Approved by Ward Officer.
  7. If there is any disagreement between owner and tenant, should submit recommendation of Township Officer.

Remark- To check whether it is complete or not.

(E) Renew the building permit ( required documents )

  1.   Application form.
  2.    Copy of the building permit.
  3.    Copy of the permitted drawing.
  4.    The last paid tax receipt.
  5.   Copy of the Receipt ( Chalan ) of permission fees.

( F ) Application of the Contractor ( Required documents )

  1. Application form
  2. No. of the National Registration Card
  3. The National Registration Card of the inheritor
  4. Copy of the Family  Chart ( 66/6 )
  5. 4 -Colour  photos
  6. A Recommendation of the Licensed Contractor
  7. Documents showing validity of the possession.

High Rise Building Construction

High Rise Building (above 8 ½ storey)

(1) Procedure of high-rise building inspection committee.

(2) The requirements such as car parking area, building height, building layout and other required documents.

(3) The check lists of member departments.

 

For construction of High-rise Buildings in Y.C.D.C area

1. The approve in principle permission (A I P) of the purposed building (Architectural drawing ,location ,building height above mean sea level, specified set back drawing ,adequate car parking area) must be taken from Yangon Region Government through H.I.C.

2. After getting approve in principle permission (A I P) of the purposed building from Yangon Region Government, it must be submitted to Engineering Department (Building) with detailed structure calculation including endorsements of licensed surveyor, licensed contractor, licensed structure engineer, etc. to get a final permission.

3. The drawing will be checked by Engineering Department (building) and the structural design calculations will be checked by H.I.C and C.Q.H.P.

(a) The H.I.C will check the design calculation of (8 ½ storey to12 ½ storey building ).

(b) CQHP will check the design calculation of above 12 ½ storey building.

 

After checking the design calculation by CQHP and HIC, the recommendation and comments will be sent to Engineering Department (building) as follows,….

- the recommendation of pile load test

- the recommendation of deep excavation work

- the recommendation of foundation work

- the recommendation of piling work

- the recommendation of superstructure work

- the recommendation of M&E work

* Engineer Department (Building) will issue the final permission according to above design check recommendation, and then after finishing building construction, that department will issue Building Completion Certificate (BCC).

 

For constructing above 8 ½ High-rise buildings,

1. It must be in accordance with to Y.C.D.C rules and regulations.

2. The agreement by neighbourhoods and offices must be reported by the recommendations of corresponding ward office to build the high-rise buildings.

3. If there is telecommunication tower nearby the purposed building the system must not be disturbed due to the building height.

4. To report the flow system of waste water from the purposed building.

5. To report including the amount of water specified by fire department and the required amount of water used in building, the place and the way which water can be available. The sanitation system, the size and location of the septic tank for purposed building must be expressed.

6. The land property must be right. C/Map and D/Map remarked by “to construct the building” must be included.

7. The comments of fire department must be included.

8. The prominent and antique buildings surrounding the purposed ones must be illustrated in architectural drawings.

9. The height of the building must be assumed from above mean sea level.

10. The building design must be good ventilation and lighting.

11. The parking place for one car must be at least (8' x 16' ) (2.4 m x 4.8 m).

12. The waste disposal system must be described.

13. Pile Foundation , Earthquake Zone 2B , Wind Speed 120 mph and by reference of CQHP High - rise Building design must be calculated . ( to activate after getting approve in principle permission (A I P)).

 

After the required documents submitted to HIC is complete , the following member departments will perform on ground inspection .

1.City Planning and Land Administration Department

2. Engineering Department ( Building )

3.Engineering Department (Water Supply and Sanitation )

4.Engineering Department ( Roads and Bridges )

5. Inspection Department

6. Pollution Control and Cleansing Department

Head of coordination department (the secretary of H.I.C)will submit the complete architectural drawings and inspection records of member departments to Mayor through the committee member .

When Mayor of Y.C.D.C instruct to submit to Yangon Region Government Cabinet ,we will submit the complete proposal drawings to Yangon Region Government Cabinet whether it is allowed or not allowed for approve in principle permission (A I P).(9 to 12 ½ Storey building are submitted to Y.C.D.C committee members meeting whether it is allowed or not allowed for approve in principle permission (A I P).

 

The Responsibilities of H.I.C

 

1. City Planning and Land Administration Department

- Checking the land property and ( C / Map , D / Map )

- Inspecting whether there is any objection concerning with this land or not.

 

2. Engineering Department ( Building )

- Inspecting whether the purposed samples are fit or not with by law and building rules and regulations.

- Checking road building ratio for ventilation and lighting of the building.

- Checking slenderness ratio for building inclination.

- Alignment Checking of nearby buildings.

- Analyzing whether there is any former case and objections or not, concerning with the purposed buildings.

 

3. Engineering Department ( Water Supply and Sanitation)

- Checking the required amount of water usage in building depending on the population and type of usage and the amount of water specified by Fire Department for fire protection.

- Analyzing how to obtain the required amount of water.

- Analyzing the sewage system and waste water treatment system .

 

4. Engineering Department ( Road and Bridges )

- Inspecting the width and type of road pavement at the location of the purposed building.

- Analyzing of the size of drain to be used for the amount of waste water disposing from that building, analyzing the relating conditions from the side drain to the main drain up to the mouth of river, if necessary extend to dimensions of the drain.

- Analyzing the parking area near by the purposed building and the traffic flow of main road.

 

5. Inspection Department

- Inspecting of the plot location and landmark of the proposed building.

- Inspection of on ground plot dimensions and dimensions in demarcation map(D/map) issued by city planning and land administration department.

- Inspection of plot location and predicted life span and structural stability of surrounding buildings.

 

6. Pollution Control and Cleansing Department

- Inspection of garbage volume of purposed building, disposal system of the garbage and how to dispose the final garbage.

- Inspection of the disposing system of garbage from site during construction period.

- Inspection of the arrangement to how prepare air pollution, water pollution and land pollution.

 

7. Co-ordination Department

After coordination of reports from the member departments, the coordination department submits to Mayor to allow or not to allow of the purposed High -rise Building including the facts such as not to be higher Shwe Dagon Pagoda's height above the mean sea level, adequate of car parking areas and water supply, performance of drainage, garbage and waste water disposal ,arrangement of electricity supply. And then this department submits to Yangon Region Government Cabinet to for approval in principle permission (A I P)

Slenderness buildings do not allowed to construct because Yangon Region is situated in moderate intensive earthquake zone (zone-2b) and wind speed up to 120 mph.

Therefore 12½ storey building is allowed to construct only at least dimension 50ft plot .The plot more than 50 ft in least dimension are allowed to construct more than 12½ storey .

Building Height Limitation

Building Height Limitation

Buildings' height will not be allowed more than 190' above mean sea level for commercial buildings in the Shwedagon Restricted Area.

Outside this restricted area, buildings' height will not be allowed more than 417' above mean sea level.

Minimum Limitation Height of Each StoreNot Less than as follows:

1. For residential building
- Ground Floor 11'
- Other Floors 10'

2. For shop & office 11'

3. For restaurant in hotel 12'

4. For hotel & Motel 10'-6"

5. For hospital & school 12'

6. For factory & mill 14'

If you want to construct a high-rise building, it is necessary to get recommendation letter of neighbourhood buildings. This letter means there is no objection for this construction. It is required that these surrounding building are correct by approval of corresponding ward office.
