Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing Attends and Delivers a Speech at National Planning Commission Meeting (1/2023)

The National Planning Commission Meeting (1/2023) was held at the meeting hall of State Administration Council Chairman’s Office in Nay Pyi Taw on 21 March. The Chairman of the National Planning Commission Chairman of the State Administration Council (SAC) Prime Minister Senior General Min Aung Hlaing attended the meeting and delivered a speech as follows:

· After taking State responsibilities by the SAC, the financial year in October 2021 adopted national plans for the six-month interim period and the financial year 2022-2023.

· The eco­nomic growth rate declined 5.9 per cent from October 2020 to September 2021 in the 2020-21 financial year. In implementing the six-month interim plan, the economic growth rate increased by 2.4 per cent and in the first six-month period of the 2022-23 FY, by 3.4 per cent.

· The relevant department estimated that the economic growth rate may reach 3.4 per cent for the whole year at the end of this FY.

· Modern methods must be applied in the agriculture and livestock business that is based on rural areas and inputs must be effectively used for production development. Moreover, it is necessary to strive for increasing the production, and enhancement of rural income.

· The government will accelerate public-centred development measures for the whole nation.

· Especially, only when the certain hydropower projects complete, will the electricity demand fulfill in time.

· Likewise, efforts should be made to complete renewable energy generation projects in accord with the schedule.

· Assistance should be provided to enhance the private sector’s production and services as its development is also vital.

· Some countries in the world have faced hardships like shortages of food and fuel. Therefore, one of the national objectives of the government is to achieve prosperity of the country and food sufficiency.

· As the guidance has been given to reduce the con­sumption of fuel oil and an ef­fective energy consumption system develops, it is necessary to follow the instructions and supervise them.

· As imports and use of electric vehicles have been introduced as a pilot project, concerted efforts must be made for the long term implementation and development of the project.

· Implementation of pro­jects constantly needs to follow the plan, do, check and act-PDCA for having the economic develop­ment.

· Therefore, all are urged to work together in accordance with the policies and guidelines laid down by the State in order to meet the goals.

Then, the Vice-Chairman of the National Planning Commission the Vice-Chairman of the SAC Deputy Prime Minister Vice-Senior General Soe Win and officials reported on the matters of relevant sectors. After hearing the reports, Chairman of the National Planning Commission delivered a concluding remark as follows:

· It is necessary to review the state of implementing the project for the fiscal year of 2022-2023, and to scrutinize matters to be prepared for more effective implementation of the national project in the 2023-2024 FY.

· Feasibility studies must be conducted for the projects which must be cost-effective and beneficial for the people.

· Any projects need to depend on efficient spending of money and full capacity in implementation.

· It is necessary to achieve prosperity for the nation through successful implementation of people-centered tasks and those for State economic development.

Also present were Vice Chairman of the commission SAC Vice-Chairman Deputy Prime Minister Vice-Senior General Soe Win, commission member Union ministers, Union auditor-general, Union Civil Service Board chairman, Central Bank of Myanmar governor, Nay Pyi Taw Council chairman
