Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing Delivers a Speech at Launching Ceremony of the Aungbarlay Online Lottery System

A ceremony to launch the Aungbarlay Online Lottery System was held at the Myanmar International Convention Centre-II in Nay Pyi Taw on 8 June, attended by the Chairman of the State Administration Council (SAC) Prime Minister Senior General Min Aung Hlaing. During the event, the Senior General delivered a speech as follows:

· The purpose of the implementation of “Aungbarlay” online lottery system is that people can easily buy the Aungbarlay lottery through online at a set price in accord with the changing era, in addition to the sale of current Aungbarlay lottery tickets.

· The very first Aung Bar Lay online application to be used in Myanmar will be officially introduced at the ceremony.

· It was learnt that people criticize the weakness of the Aungbarlay lottery ticket system, especially requesting to solve the problem of higher prices of lottery tickets than the set price.

· The SAC is conducting people-centred development undertakings for the prosperity of the State, food sufficiency, health and happiness and socio-economic growth of the people, and the implementation of the online lottery system is aimed for people.

· During the tenure of our government, the government has increased the value of prizes to 70 percent of the sales, allotting the prizes from 60 percent in the past in view of the public interest.

· At the time when foreign countries are applying digital technology, Myanmar launches the online system for the convenience of urban and rural buyers in choosing their favorite lottery ticket numbers.

Winners will be informed with SMS messages without verifying their lottery

· tickets for winners at the time when the lottery results were issued. As for the convenience and safety of winners, prize money of the small awards will be available online, while that of big awards will be transferred into the bank accounts.

· The launching of the “Aungbarlay” online lottery application is the introduction of the new digital lottery platform system, in which one can easily try the lottery using digital technology and mobile payment systems.

· As a result, it will be able to provide support for many benefits such as improving the State’s revenue in the future, development of the nation’s digital economy infrastructure and reducing the use of cash (cashless society).

· The Aungbarlay online lottery system was jointly implemented by relevant ministries, departments and Telecom International Myanmar Co., Ltd. under the leadership of the Ministry of Planning and Finance.

Afterwards, the SAC Chairman Prime Minister Senior General Min Aung Hlaing put a gold coin into the piggy bank to bring good luck and launched the new Aungbarlay online lottery system. After that, the SAC Chairman Prime Minister received the logo to mark the opening of the Aungbarlay online lottery system presented by Deputy Prime Minister and Union Minister U Win Shein. Then, External Relations Chief Officer Dr. Nilar Aye of Mytel clarified the procedures and advantages of applying Mobile Application Download step by step and drawing the lottery awards of the Aungbarlay online lottery system. On behalf of the Ministry of Defence of the Socialist Republic of Viet Nam, Vice-President Maj-Gen Nguyen Thanh Nam of Viettel Group spoke words of thanks and presented a certificate of honour to officials of Mytel.

The SAC Chairman Prime Minister viewed applying the mobile application for

the Aungbarlay online lottery system and officials explained about it.

Also present together with the SAC Chairman Prime Minister were SAC members, union ministers, union level officials, Nay Pyi Taw Council chair, Chief of General Staff (Army, Navy and Air) General Maung Maung Aye, senior military officers from the Office of the Commander-in-Chief, Myanmar Economic Corporation chair, officials of Viettel Group, who attended on behalf of Ministry of National Defence of the Socialist Republic of Viet Nam, Nay Pyi Taw Command commander, deputy ministers, distinguished guests, artists and officials.
