Myanmar Delegation led by Chair of Constitutional Tribunal of the Union Join International Conference and International Legal Forum in St. Petersburg of Russian Federation

At the invitation of H.E. Mr. Valery D Zorkin, Chairman of the Constitutional Court of the Russian Federation, the delegation led by U Tha Htay, Chair of the Constitutional Tribunal of the Union attended the Russian Federation International Conference, conducted in commemoration of the 30th anniversary of the establishment of the Constitutional Court and held under the topic of “Constitution and Constitutional Supervision: Developing the Doctrine and Advancing Case Law” and the 11th St. Petersburg International Legal Forum from 11 to 13 May.
During the international conference, the Chair of the Constitutional Tribunal of the Union discussed as follows:
· Myanmar had three constitutions namely the 1947 Constitution, the 1974 Constitution, and the 2008 Constitution.
· The 2008 Constitution had been adopted in line with the exercising the multiparty democratic and Union systems assuring the citizenship rights. The three main pillars in the constitution contolled each other vice-versa.
· Under Section 46 of the 2008 Constitution, the Constitutional Tribunal, the first of its kind in Myanmar’s judicial system, was established. The Tribunal holds the supreme authority in matters pertaining to constitutional issues, and the decision of the Tribunal is final and conclusive. Chosing the three significant cases decided by the Constitutional Tribunal, he presented about the Supremacy of Constitution and the paper titling “Current Myanmar Constitutional Supervision and its Development” were discussed.
Constitutional Court Presidents, Chief Justices, legal experts and heads of international organizations from 16 countries attended the International Conference. They then exchanged views on experiences of systematic development of constitution and judicial system relating to constitution.
The 11th St.Petersburg International Legal Forum was attended Chief Justices from 54 countries, Ministers for Legal Affairs, Judges and legal experts. It is reported that the Russian President H.E. Mr. Vladimir Putin sent the message describing “illegal sanctions in present time, interfering the relations among countries and their internal affairs harm the foundation of international laws, constantly carrying out the enhancement of mutual benefits between the Russian Federation and partnership countries, and believing the respecting the national sovereignty contributed to ensure for the emergence of the fair multipolar world order with correct democracy ways” to the international legal forum.
