Myanmar National Human Rights Commission Statement No (14/ 2025)

   Children are the foundation of a nation’s future, and it is of utmost importance to ensure their holistic development—physical, intellectual, and moral while promoting the best interests of every children. Recognizing the global significance of children’s rights, the United Nations adopted the Declaration of the Rights of the Child in 1959. Subsequently, on 20 November 1989, the UN General Assembly adopted the Convention on the Rights of the Child (CRC), which has since become one of the most universally ratified human rights treaties. The date of its adoption, 20 November, is commemorated annually as World Children’s Day, which marks its 36th anniversary this year.

   Myanmar acceded to the Convention on the Rights of the Child in 1991. In accordance with this commitment, the Constitution of the Republic of the Union of Myanmar (2008) enacted that all children shall equally enjoy the rights prescribed by law. In addition, the Child Rights Law (2019) affirms that every child is entitled to the rights to survival, development, protection, and participation in society. The State recognizes these rights and ensures their equal enjoyment in accordance with the law.

   As children are the most valuable assets for the future, ensuring the full realization of their rights enables them to actively contribute to both national development and their own personal growth. It is therefore essential that children are made aware of their rights and have equal access to them. In this regard, the State continues to implement various programs and activities aimed at promoting the development and protection of children.

   The Myanmar National Human Rights Commission continues to fulfill its primary mandates of promoting and protecting human rights. In line with these responsibilities, the Commission has conducted awareness-raising activities on child rights for the general public, civil servants, and basic education teachers, and distributed publications related to human rights. Furthermore, to ensure that all children equally enjoy the rights and protection guaranteed under existing laws, the Commission regularly conducts inspection visits to childcare centers, youth training schools, and detention facilities, and submits recommendations to relevant authorities based on its findings.

   Recognizing the essential role of children in building a peaceful, stable, and progressive world through their new perspectives, it is imperative that their voices and opinions be respected and heard. In accordance with this year’s theme, “Listen to children: my day, my rights,” all relevant stakeholders are encouraged to recognize and uphold children’s right to participation. On this World Children’s Day, the Myanmar National Human Rights Commission urges all responsible persons across all sectors to cooperate and take concerted efforts to ensure that every child fully enjoys his or her fundamental rights.
