Myanmar National Human Rights Commission inspects Belin (1), Belin (2) Labour Camps in Sintgaing Township, as well as the Shwe Say Ti Home for the Aged and the Kyaukse Police Lock-up in Kyaukse Township, Mandalay Region

   An inspection team led by the Commissioner of the Myanmar National Human Rights Commission, U Kyaw Myint, conducted the inspection of Belin (1), Belin (2) Labour Camps under the Department of Prisons in Sintgaing Township, as well as the Shwe Say Ti Home for the Aged and the Kyaukse Police Lock-up in Kyaukse township on 12 August 2025, in accordance with the Sections 43 and 44 of the Commission Law.

   During the inspection, the responsible officials of each labour camp made presentation on administrative and logistical matters. The prisoners were gathered and met in the dining hall and the community hall. The inspection team assessed whether the prisoners had access to their fundamental rights, including an adequate food supply, access to healthcare, and provision of sufficient purified water. The team also inquired about the receipt of items issued by the prison and items sent by their family, as well as whether the prisoners were allowed family visits. Additionally, the team evaluated the conditions for physical activities, the right to freedom of religion, workplace safety measures and whether or not prisoners were required to work overtime, any instances of discrimination in the workplace and investigated any instances of human rights violations or torture in workplace.

   Then the inspection team looked over the dormitories, the prison clinic, library, kitchen, dining hall, food warehouse, water purifiers, water sanitation system and the cleanliness of both internal and external sewage. Additionally, the MNHRC donated knowledgeable books for the benefit of the prisoners.

   At Shwe Say Ti Home for the Aged, the inspection team met with elderly residents in their living quarters and assessed arrange of conditions, including the provision of healthcare services, food and nutritional support, access to clean drinking and household water, freedom of religion and belief, and the overall hygiene and sanitation standards of dormitories, bathrooms, toilets, and kitchens. The team also inquired about arrangements for recreation and relaxation, the accessibility of pension payments for eligible residents, and the availability of social pension support for those aged 85 and above.

   At Kyaukse police Lock-up, the MNHRC team inspected the conditions of detainees during the remand period, whether any torture occurred during the investigation, and whether there were opportunities to meet with family members, as well as the arrangements for food provision during the court appearance period, the disposal of sewage, and the overall cleanliness of the facilities and whether the conditions of access to meet with family members and legal assistance during the court appearance period.

   MNHRC will send recommendations to the relevant departments for necessary actions based on the findings during inspection.
