Announcement for visitors to Union Territory, Nay Pyi Taw, and for those who will return to Nay Pyi Taw from other regions/states

1. The confirmed cases of COVID-19, assumed to be local transmission, were reported in Rakhine State in the second week of August 2020, and some secondary case-patients who were infected from the primary case-patients have reached other regions and states. Therefore, to prevent the outbreak of Coronavirus Disease 2019 (COVID-19), those who come to Nay Pyi Taw from other areas, or those who returned to Nay Pyi Taw from other areas are being systematically investigated.

2. To prevent the outbreak of Coronavirus Disease 2019 (COVID-19) in the Union Territory, Nay Pyi Taw, the announcement is made to conduct the following investigations to those who come to Nay Pyi Taw from other areas, or those who returned to Nay Pyi Taw from other areas.

(a) Visitors from other areas to Nay Pyi Taw—

(1) They need to show resident document of respective town/ward/village when they come to Nay Pyi Taw for any reason.

(2) Those who are from the townships with stayat-home order due to positive cases coming to Nay Pyi Taw without official approval, or without invitation document to Nay Pyi Taw will have to stay at the community-based facility quarantine of Nay Pyi Taw Council for 14 days. During this quarantine period, their swabs will be tested at the laboratory two times. If they tested negative, they need to stay-at-home quarantine or at community-based facility quarantine for 7 days before they are allowed for entering Nay Pyi Taw Council Area.

(3) Those who come to Nay Pyi Taw with invitation letter, despite living in the townships under stay-athome order due to positive cases, for doing works with Union-level organizations and ministries, will need to stay at the community-based facility quarantine designated by the Nay Pyi Taw Council for 7 days, and their swabs will be taken for laboratory tests on the 2nd day and the 5th day after the community-based facility quarantine. Only if they tested negative, they would be allowed for going to the respective organizations/departments.

(4) Despite living in the townships under stayat-home order, foreign diplomats and employees of the UN agencies and the international organizations based in Myanmar will need to stay the community-based facility quarantine designated by the Nay Pyi Taw Council for 7 days. Their swabs will be taken for laboratory tests on the 2nd day and the 5th day after the community-based facility quarantine. Only if they tested negative, they would be allowed for going to the respective organizations/departments.

(5) Staff members of organizations and companies which have been allowed for works outside the respective townships under stay-at-home order need to stay at the community-based facility quarantine designated by the Nay Pyi Taw Council for 7 days. Their swabs will be taken for laboratory tests on the 2nd day and the 5th day after the community-based facility quarantine. Only if they tested negative, they would be allowed for going to the respective organizations/departments.

(6) Those who come to Nay Pyi Taw from the township with no infection despite its Region/State with positive case, and those who come from Region/ State with no positive case to Nay Pyi Taw would need to stay at the community-based facility quarantine designated by the Nay Pyi Taw Council, and the swabs will be tested taken on the 2nd day of the quarantine. Only they tested negative, they would be allowed for going to the respective organizations/departments. (7) Those with suspected symptoms will be taken to a hospital immediately for medical treatment.

(b) For residents in Nay Pyi Taw

(1) Evidence on visited areas of Regions/States must be shown on their return to Nay Pyi Taw.

(2) Those who failed to show concrete evidence on the visited areas, or concrete evidence on the return from the areas under stay-at-home order must stay at the community-based facility quarantine for 14 days. During this quarantine period, they will need to undergo laboratory tests two times. Only they tested negative, they will have to stay at home quarantine for 7 days before they will be allowed for entering Nay Pyi Taw Council Area.

(3) Those who returned from the area with no confirmed cases, but its Region/State with infection, and those who returned from Region/State with no infection, need to stay at the community based facility quarantine designate by the Nay Pyi Taw Council. On the 2nd day of this quarantine, their swabs will be examined. Only if they tested negative, they will be allowed for entering Nay Pyi Taw Council Area.

(4) Those with suspected symptoms will be taken to a hospital for medical treatment.

3. Either from the townships under the stay-athome order in Region/State with positive cases, or from the townships with no positive cases despite its Region/State with positive case, or from the Region/ State with no positive cases, any person , except with invitation document to Nay Pyi Taw for works with Union-level organizations and ministries, will have to pay for the cost of laboratory tests.

4. Those from Region/State need to manage their return from Nay Pyi Taw after they finished their works.

5. People need to follow abovementioned guidelines, and those who refused to report on their visited area, who made false statements on the address or the visited place, or who failed to cooperate in investigation will be filed under the Article 25 of Natural Disaster Management Law.

6. This announcement will take effect commencing 2 September 2020, and it will be restored until it is substituted with another one.
