Background History

As the sustainable development and human resources development of science and technology are the important sectors for the development of the State’s national interest, the Ministry of Science and Technology was established on October 2, 1996 by the State Peace and Development Council Order No. (36/96). It was merged with the Ministry of Education from 2016 to 2021 and reorganized as Ministry of Science and Technology with the Order No. (138/2021) of the State Administrative Council on 17 June 2021.

To continuously nurture engineers, architects, technicians and researchers in the Nation’s workplaces, Ministry of Science and Technology is operating with ministry office and seven departments, in which, 33 Technology Universities and 27 Computer Universities are under the supervision of Department of advanced science and technology. 7 Vocational Training Schools, 35 government technical high schools, 23 Government Technical Institutes, 3 Government Technical Colleges are operated with the supervision of Department of Technical and Vocational Education and Training (DTVET) to produce skillful persons and technicians. Conducting the development of national quality infrastructure, the development of standards activities, research development and technology transfer and distribution are being operated by the Department of Research and Innovation (DRI). The development of information technology, material science and automobile technology research are operated through the activities of the Department of Technology Promotion and Cooperation (DTPC). Ensuring radiation safety in factories and treatment centers are being conducted through the activities of the Department of Atomic Energy (DAE). The Department of Biotechnology Research (DBR) provides the biotechnology support to agriculture, livestock, environment and health. Monitoring and evaluating activities are being conducted as those activities become essential through the modern age for having quality assurance and sustainable development in the project and activity of the entire ministry by the Department of Monitoring and Evaluation (DMNE).

  • To conduct technology distribution and technology transfer through research results and technical services to increase domestic production and improve the quality of the products for competitiveness in the international market
  • To carry out laboratory testing of raw materials and finished products and to conduct quality control and accredited activities and standardization functions
  • To nurture the necessary researchers in the areas of science, technology and innovation
  • To foster the sustained emergence of necessary skillful human resources for the development of the Nation
  • To upgrade the socio-economic life of the public by promoting the safe use of nuclear and radiation in various sectors and the peaceful use of nuclear technology

Functions

  • Establishing and implementing of plans for the emergence of entrepreneurs, the talented people who are creative and innovative and researchers in science and technology and conducting the prioritized research activities to directly benefit the Nation
  • Making plans and implementing them to enhance the collaboration with universities, colleges, research institutions, private enterprises and industry for the development of researches and projects, human resources
  • Setting up the necessary plans and putting them to action to develop and distribute the material research activities, automobile technology research activities and information technology activities
  • Planning and implementing the biotechnological research activities for the benefit of the Nation and all mankind
  • Carrying out the development and capacity building activities by collaboration in such areas as radiation safety measures, research and applied business, services that use the nuclear technology
  • Conducting laboratory testing for properties of raw materials and finished products, quality assurance and accreditation activities and standardizing activities increasingly
  • Promoting technology, vocational and training education for anyone who wants to learn, and supplying more skillful personnel in the nation-benefited workplace and to create more employment opportunities
  • Providing more learning opportunities for all who want to learn advanced science and technology and increasing the employability of the citizens and per capita income and nurturing qualified human resources by supporting with advanced science and technology
  • Monitoring, evaluating and then reviewing and revising for research activities, results, nurturing human resources, technical services and technology transfers in science, technology and innovation to sustain the development and to have quality assurance
